Abstract

Ključni element uspjeha današnjih mrežnih sjedišta je uporabivost, što znači da mrežna sjedišta moraju biti jednostavna za korištenje, strukturirana i organizirana tako da korisnik s lakoćom dođe do informacija. Njihova kvaliteta i funkcionalnost nisu rezultat samog oblikovanja, vanjskog izgleda i tehnologije već je to mnogo širi proces u kojem uporabivost igra vodeću ulogu kako bi se mrežna sjedišta prilagodila zahtjevima i potrebama korisnika. Uspješno mrežno sjedište državne institucije sadrži relevantan i koristan sadržaj za korisnike, vizualno je privlačno i prepoznatljivo te mu je glavna odlika uporabivost, što znači da je jednostavno, pristupačno i razumljivo korisnicima. Produkt je integriranog multidisciplinarnog procesa čije sve komponente zajedno dobro funkcioniraju. Ovaj rad na primjeru mrežnog sjedišta Ministarstva pravosuđa Republike Hrvatske prikazuje evaluaciju uporabivosti mrežnog sjedišta državne institucije prema korisničkim potrebama. Prema rezultatima testiranja i smjernicama za poboljšanje mrežnog sjedišta dobivenim na temelju rezultata, izgrađeno je novo mrežno sjedište Ministarstva pravosuđa u skladu s usvojenim principima web uporabivosti. Testiranjem uporabivosti novog mrežnog sjedišta te usporedbom rezultata sa starim mrežnim sjedištem utvrđene su smjernice za poboljšanje novog mrežnog sjedišta Ministarstva pravosuđa koje mogu poslužiti kao smjernice za razvoj mrežnih sjedišta drugih državnih institucija. Proces razvoja i evaluacije mrežnog sjedišta je iterativan proces koji treba konstantno ponavljati kako zbog samih korisnika tako i zbog konstantnog razvitka web tehnologije. Cilj je ovoga rada bio pobliže istražiti kako se mrežna sjedišta državnih institucija mogu unaprijediti i oblikovati u strukture orijentirane prema korisnicima (građanima) koje na jednostavan i brz način pružaju kvalitetne, pouzdane, strukturirane i pravovremene informacije.

Abstract in english:	A key element of the success of web sites today is usability, which means that the web site must be simple to use, structured and organized so that users can easily obtain information. Their quality and functionality is not only a result of the design, external appearance and technology, but it is a much broader process in which usability plays a leading role in order to accommodate to the demands and needs of users. Successful state institution web site provides relevant and useful content for users. It is visually attractive and distinctive and it’s main characteristic is usability, which means that it is simple, accessible and understandable to users. It is the product of integrated multi-disciplinary process in which all components work well together. This work shows the evaluation of the usability of the Ministry of Justice web site according to user needs. According to test results and guidelines for improving the web site usability (obtained on the basis of the results), a new web site of Ministry of Justice was built in accordance with the adopted principles of web usability. Through testing the usability of the new web site and comparing the results with the old web site guidelines were drawn up to improve the web site of the Ministry of Justice, which can serve as guidelines for the development of web sites of any state institution. The process of development and evaluation of web sites is an iterative process that should be constantly repeated because of the users needs and also because of the constant development of web technology. The aim of this study was to investigate in detail how to improve the web sites of state institutions, how to shape them into a user friendly structure that provides good quality, reliable, structured and timely information in a short time.
